But who is Modesto Seara VÃzquez, the author of Derecho Internacional Público? He is a distinguished Spanish-Mexican jurist and academic, who has lived and worked in several countries, such as Spain, France, Germany, England, and Mexico. He was born in Allariz, Spain, on September 11, 1931[^3^] [^4^], and experienced the political persecution of his father by the Franco regime.
